The third phase of Technical Education Quality Improvement Programme (TEQIP-III) is fully integrated with the Twelfth Five-year Plan objectives for Technical Education as a key component for improving the quality of Engineering Education in existing institutions with a special consideration for Low Income States and Special Category States (SCS) and support to strengthen few affiliated technical universities to improve their policy, academic and management practices.

TEQIP III will support approximately 200 engineering education institutes across India to produce higher quality and more employable engineers. The focus of the project is to strengthen engineering education in India’s low-income, hill states and states of the North East. The Project will be implemented as a 'Central Sector Scheme' with total project outlay of Rs. 3,600 crore. However, the project would be initiated with a cost of Rs. 2,660 crore, with the possibility of additional financing of Rs. 940 crore at later stage. Out of the Rs. 2,660 crore, the Central share will be Rs.1,330 crore and external assistance from the World Bank through International Development Association (IDA) Credit of Rs. 1,330 crore. The project is implemented with the facility of Direct Funds Transfer to the accounts of beneficiary institutes. The project started in the current year and will be coterminous with Fourteenth Finance Commission (FFC) in 2020.

The major outcomes of the project are:

  • Better academic standards, through accreditation, filling up faculty positions, training faculty in better teaching methods, improved research outputs in institution in Focus States/UTs.
  • Better administration of the institutions with improved financial/academic autonomy.
  • Better systems for assessment of Student Learning, higher transition rates.
  • Transparent and expeditious release of funds to institutes by way of Direct Funds Transfer (DFT) System.

About 200 Government / Government aided engineering institutes and Affiliating Technical Universities (ATUs) including the Centrally Funded Technical Institutions (CFTIs) are selected in the project.

The project will cover all Government / Government aided engineering institutes, ATUs and CFTIs from Focus States. The Focus States are 7 Low Income States (Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Rajasthan and Uttar Pradesh), 3 Hill States (Himachal Pradesh, Jammu & Kashmir and Uttarakhand), 8 North-Eastern States (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura) and Union Territory of Andaman and Nicobar Islands.

The Project will support two components:

Component - 1:

Improving quality and equity in engineering institutions in focus states

Sub-component 1.1: Institutional Development for Participating Institutions

Sub-component 1.2:Widening Impact through ATUs in focus states

Sub-component 1.3:Twinning Arrangements to Build Capacity and Improve Performance of Participating Institutions and ATUs


System Level initiatives to strengthen sector governance and performance

This component will support MHRD and key apex bodies in engineering education, including AICTE and NBA, to strengthen the overall system of engineering education.

Sub-component 1.3:

High-performing Government / Government aided institutes/ATUs already participated in TEQIP-I/ TEQIP-II across the country are eligible to participate in twinning arrangements for knowledge transfer, exchange of experience, optimizing the use of resources and developing long-term strategic partnerships. Hence, we are very proud to be a participating institute in TEQIP-III.

Under TEQIP-III, 700 lakhs of rupees is allotted to Malnad College of Engineering. Out of this, 350 lakhs is enmarked for the procurement which constitute purchase of laboratory equipment, software, books, e-books etc. Another 280 lakhs is allotted to spend on academic activities and there are 11 components titled as Improve student learning, Research Assistantships, Graduates employability, Faculty/Staff Development and motivation, Research and development, MOOCs and digital learning, Mentoring/Twinning system, Reforms, governance, Management Capacity development, Hiring Consultancy Services and Industry-Institute Interaction. We have established a twinning/mentoring arrangements with Jorhat Engineering College, Jorhat, Assam to build capacity and improved performance.
